THE
SOCIOLOGIST AS PUBLIC PLANNER: AMERICAN, GERMAN AND BRITISH EXAMPLES

Abstract: Sociology and planning, both valuable to society, are
different: sociology provides scientific understanding of society; while democratic
planning utilizes community values through policy goals for social and physical
development. Though valuable together, these fields involve two kinds of careers with
divergent cultures and role orientations, seldom included or combined in a single life
experience. Patrick Geddes, Robert E. Park, Karl Mannheim and Louis Wirth are models of
such dual professionals for whom the historical-sociological context includes the
influence of the Chicago School and Frankfurt School of Sociology-Social Science. These
four mavericks left a legacy of problems and promise for contemporary sociologists.
Introduction: Social theorists, social scientists or sociologists who
have linked the subjects of sociology or social science, and planning, in individual lives
are few and far between. Rarer still are sociologists who in their work and in their
careers have functioned also -- professionally and intellectually -- as planners, in the
areas of theory, policy and/or action. Their appearance in the history of sociology may be
